- Preheat the oven to 375°F (190°C).
- In a large mixing bowl, combine ground beef, breadcrumbs, egg, milk, onion, garlic powder, salt, pepper, Worcestershire sauce, and half of the ketchup. Mix until well combined and press into a greased 9x9-inch baking dish, spreading remaining ketchup on top.
- Bake the meatloaf for 20-25 minutes until cooked through and edges pull away from the dish.
- Spread mashed potatoes over the top of the meatloaf, sprinkle with cheddar cheese, and add crumbled bacon on top.
- Return to the oven and bake for an additional 10-15 minutes until cheese is melted and bubbly. Broil for an extra crispy finish if desired.
- Let cool slightly before garnishing with green onions or chives. Slice and serve warm.
