- Preheat the oven to 375°F (190°C) and grease a 9x13-inch baking dish.
- In a large skillet, heat olive oil over medium heat, then add ground beef. Cook for 5-7 minutes until browned. Drain excess fat.
- Stir in chopped onion and minced garlic; sauté for 3-4 minutes until onion is soft and translucent.
- Transfer the beef mixture to the greased baking dish, spreading evenly across the bottom.
- Distribute thinly sliced potatoes on top and season with salt, pepper, Italian seasoning, and paprika.
- Sprinkle cheddar and Parmesan cheese over the potatoes.
- Pour broth or water around the edges of the dish. Optionally drizzle milk over the top.
- Cover the baking dish with aluminum foil and bake for 30 minutes.
- Remove the foil and bake for an additional 15-20 minutes until cheese is bubbly and top is golden-brown.
- Let it rest for a few minutes and garnish with fresh parsley before serving.
