Step-by-Step Instructions
  1. Begin by preparing all ingredients. Slice potatoes, shred cabbage, slice onion, dice corned beef, and chop parsley.
  2. In a skillet, melt butter over medium heat. Add onion and cabbage, season with salt, pepper, and sugar. Cook for 20 minutes until golden.
  3. Add corned beef to the skillet, warm for 2-3 minutes, and transfer to a bowl.
  4. In a medium bowl, whisk flour, garlic powder, mustard powder, and onion powder. In another bowl, mix milk, cream, and mayonnaise, then combine with dry ingredients for sauce.
  5. Grease the skillet and layer 1/3 of potatoes, then vegetable mixture, drizzle some sauce, and sprinkle Swiss cheese. Repeat layers twice more.
  6. Cover with foil and bake at 350°F for 1 hour, then remove foil and bake for another 35-45 minutes until golden.
  7. Let casserole rest for 20 minutes. Garnish with parsley and green onions, then serve.
