- Bring a large pot of salted water to a rolling boil. Add pasta and cook according to package instructions (10-12 minutes). Drain well without rinsing.
- In a large skillet, heat over medium heat. Add ground beef or turkey, cooking for 5-7 minutes, breaking apart until browned. Drain excess grease.
- To the browned meat, add undrained Rotel tomatoes, heavy cream, taco seasoning, and garlic powder. Stir and simmer for about 5 minutes.
- Add drained pasta to the skillet with the meat and sauce. Stir to coat the pasta evenly.
- Reduce heat to low and stir in cheddar cheese until melted and combined.
- Taste and adjust seasoning with salt and pepper as needed.
- Transfer to serving bowls and garnish with fresh cilantro or parsley. Serve immediately.
